ROOM AT THE TOP: Work has started on the £3.6m facelift of Topcliffe House in Castle Vale, Birmingham. The scheme, designed by architect BM3 for Castle Vale Housing Action Trust, includes the refurbishment of 42 flats and is due for completion in December. Improvements include new kitchens and bathrooms and alterations to the layout; new balconies, windows and external insulation will also be fitted.
