Your interview with Jon Rouse (11 June, page 22) managed to cover three pages without ever mentioning tenants without whom the Housing Corporation would have no purpose.

Rouse speaks of links with the Treasury, regulation, balance sheets and so forth, but the reality is that much that he could do now is not being done.

Rouse seems to want to be loved. He must be reminded that he is not a giant panda. He is the regulator and in charge of policing the sector. He should praise and assist good registered social landlords and use his flesh-cutting teeth on the others.

Above all, tenants know what is really going on underneath all those forms. He should bring them in to help.
