Robin Tetlow's comments are an impressive response to what seems to be a provocative proposal ("Rural exceptions: no longer the rule", 17 October, page 34). Having just completed a 12-month exercise to bring forward exception sites in partnership with high-growth district councils and a registered social landlord, I believe the redefinition of derelict agricultural buildings (disused yards and buildings, often close to village centres) as brownfield would be helpful.
The active involvement of parish councils, while critical to the development process, should not override other equally important material considerations.
Although the work of rural housing enablers is extremely valuable, is local opposition to "incomer" communities given too much weight in the planning process?
