Sanctuary Housing Association is to embark on a major restructuring programme that will see it split into five regional subsidiaries.
The Worcester-based association is the third largest registered social landlord in England with a total of 34,000 homes.

It wants to decentralise most of its services to boost efficiency.

The five regions are the North, the Midlands, the South-east, London and the South-west.

The group already has offices in each of these areas, and a Sanctuary spokesperson said no staff would be required to relocate.

She said: "We need to be more responsive to local needs.

"Each region will act as a social housing subsidiary and have more control over its affairs."

Last August Sanctuary was at the centre of a storm over chief executive David Bennett's salary.

In the same month the association left the umbrella of the National Housing Federation (HT 29 August 2003, page 7).
