Housing associations are sharply divided over alterations to the Approved Development Programme to promote partnering.
Responses to a Housing Corporation discussion paper showed that, overall, 46% said they disagreed with the proposals for increased partnering in the construction supply chain.

Respondents cited the potentially adverse effects that the proposals could have on small and medium-sized associations and a perceived threat to specialist and BME associations.

Plans to invite associations to become preferred partners in order to meet regional investment strategy priorities got a positive response on the whole. But concerns were expressed that smaller, locally delivered schemes would be lost.
