Housing will escape from extra weighting when the Audit Commission publishes "score cards" for top-tier council services later this year, it emerged this week.
Weighting is the prominence given to services when measuring local authority performance. Education and social services will still get double weighting in the assessment as there is more performance data available and councils have been asked to prioritise these services.

For district councils however, housing will take up half of the proposed comprehensive performance assessment scorecard total, a commission consultation paper proposed this week. The new district council assessment will cover public spaces – including environment, leisure and crime – and housing, which will include planning, and Supporting People.

Commission director of inspection Paul Kirby said: "It's about how [district] councils manage housing in the round, so it potentially gives housing half the [total] weight, but that will include planning and support. Housing is the biggest service in district councils."
