A spokesman for Shelter Scotland said: "It is essential for a draft bill to be published and to ensure the bill gets through parliament before the Holyrood elections."
The charity described the bill as proof that "the Scottish Parliament can produce progressive bills, setting Scotland ahead of other parts of the UK". But it also warned that any bill would have to command the support of housing workers and homeless people if changes in the law were to translate to changes on the ground.
The move comes after the Scottish Executive backed all 59 recommendations made by an expert group set up to investigate homelessness earlier this year. The recommendations included ending the use of bed and breakfasts for temporary accommodation.
Iain Gray, social justice minister at the time, stated that by 2012 every homeless person would have the right to a permanent home. He also announced an extra £11m over the next two years to implement the group's recommendations.
