Their report said that the council was unclear about what it expects the housing service to achieve and has failed to deliver targets for the provision of new homes. It also said the council failed to publicise its services, particularly those for black and minority-ethnic communities.
South Buckinghamshire council transferred its stock to Beacon Housing Association in 1991, but retains some responsibilities, including the provision of housing and support for homeless people.
Cllr Frances Mallowan, portfolio holder for safety, health and well-being, said the council had improved its performance since the inspection, cutting the time in which requests for help from homeless people were dealt with.
