The £1 billion programme to refurbish and replace hundreds of family doctors’ premises via a Public Private Partnership appears to be going well, according to the National Audit Office (NAO).
The Local Improvement Finance Trust (LIFT) provides a negotiating framework with standardised documents and specialised advice from Partnerships UK, within which local deals can be done.
Its implementation has attracted large contractors, such as Bovis, who would not have been interested in GPs’ premises before, while also preserving a market for regional constructors and traditional providers to this kind of premises.
The favourable NAO report is important because LIFT has much in common with the ambitious £25 billion programme called Building Schools for the Future, which aims to replace or refurbish all existing schools in the country.
