The Homeownership taskforce – led by Baroness Dean – is to overhaul the shared-ownership scheme and cut back on similar projects in order to simplify access to ownership for poorer people.
The taskforce – established in the Communities Plan and due to conclude in September when Dean steps down as chair of the Housing Corporation – is leaning towards concentrating on shared ownership as the best means of allowing people to get a foot on the property ladder.
A taskforce member told Housing Today: "The shared-ownership model needs to be reviewed as people would prefer to maximise their equity stake in their home. The feedback we are getting is that many people just now feel this isn't happening."
The taskforce is also understood to be preparing to recommend the government concentrates on one or two options for home ownership. The other option would be Homebuy.
Both options have been areas in which housing associations have become increasingly involved over recent years, using Housing Corporation funding.
