Beswick and Openshaw in the east of the city will be transformed, the first from the inital 17 New Deal for Communities pathfinders announced last year.
The remaining 16 from the first wave are still developing their delivery plans to be submitted between now and the end of the year.
Armstrong said the east Manchester strategy "promises to deliver real and lasting change for the area and its community."
Invitations went out this week to the 22 new areas which will come under the second wave.
"We trust that the communities, service providers and businesses will seize this opportunity to transform some of the most deprived neighbourhoods in the country," Armstrong added.
They are: Islington, Lambeth, Haringey, Lewisham, Hammersmith & Fulham, Brent, Knowsley, Salford, Rochdale, Oldham, Hartlepool, Sunderland, Sheffield, Doncaster, Birmingham, Wolverhampton, Walsall, Coventry, Plymouth, Derby, Southampton and Luton.
