We must allow council tenants a sensible choice

Long ago there was a criticism of the "left agenda" that, while sometimes ludicrously overstated, had at least a kernel of validity. It concerned the extent to which user choice (or consumer choice or citizen choice, according to preference) was subordinated to the interests of the provider.
