The Constructors Liaison Group has participated, on behalf of the specialist contracting sector, to a major review of procurement being carried out by the Welsh Assembly.
The review aims:
  • to promote value for money rather than lowest-price procurement;
  • co-ordinate public sector procurement to achieve best practice; and
  • help small and medium-sized firms to exploit market opportunities.

Guidance from the CLG includes the use of a transparent process for evaluating tenders on a value-for-money basis, attacks the use of individual lists of contractors and urges the Assembly to embrace partnering and phase out retentions.
