Mike Morris, chief executive of the William Sutton Trust, one of the four partners in WSHA, said: "If you look at Dutch housing associations, you get the impression they are a long way ahead of us and there is much we can learn."
He added that Dutch experience of implementing choice-based lettings schemes over the last few years would prove invaluable.
The other WSHA partners are Brighton Housing Association, Midsummer Housing Association and Ujima Housing Association.
The organisation hopes to use its next meeting in September to set a shortlist of candidates to join WSHA. It is understood that Dutch association Petramonium will be among a number of those targeted by the group.
Morris said that the idea had come from recent research done by WHSA into choice-based lettings. The issue was again raised at the annual meeting in April this year and the decision taken that to expand further in the UK would not be as useful as a partner from overseas.
