Why does the construction industry always get hammered about tax avoidance?

What about market traders, cab drivers and shop owners, who all take notes regularly? Why should tradesman go on the CIS cards when for years the government told them to go self-employed? If you dictate that subbies have to get cards they will work for cash, bringing in nothing for the country in taxation.

It is convenient that the new CIS system will collect tax at 20% from the foreign workers shipped in for the Olympics. Imagine – 20% of 200,000 workers’ money every week. Nice.
