Was this defence of design and build contradictory?

Stuart Pemble, in his defence of design and build, (8 May, www.building.co.uk), writes that: “The advanced nature of the design at the time the contract is let is
key to the success of the D&B approach.

The design should effectively be sufficiently advanced for the project to be built.”

Then it isn’t D&B, surely?
