When I took up the tenancy of a flat from a Berkshire housing association I gave them a snag list of various items including health and safety breaches.

The housing association did not attend to the snag list and they suggested I approach the independent housing ombudsman.

I duly did this in October 1998 and since then I have received 14 letters telling me that my case number will be completed shortly, with apologies. The ombudsman engaged a management consultant and his findings are with the ombudsman. Yet I have still heard nothing.

I have since complained to my MP, the European courts and the deputy prime minister. They have all told me that they have no authority over the ombudsman.

So who is this mystery man who can sit back and ignore tenants’ complaints, for almost six years now, and do nothing?
