I am writing in response to the piece about Elephant & Castle and Foster and Partners' masterplan for the redevelopment of the Heygate Estate (28 February, page 15).
Once again, it appears that the sponsor of a major regeneration initiative has commissioned a masterplan without having a development partner in place to confirm that it can be delivered.

You would have thought after the debacle with the original competition, and similar problems over the deliverability of Lambeth's Project Vauxhall and Ocean Estate, that the promoters of such initiatives would have learned some lessons about the order in which things should be done.
