I am not sure the enforcement of Part L is as poor as is often claimed.

Those who choose to criticise should remember that the final version of the approved documents was published only one day before it came into effect, that several other documents necessary for implementation were not published until several weeks later, and that the software needed to produce SAP 2005 and SBEM calculations was not available when it was introduced, nor was the training.

We must also remember that under the transitional provisions, many buildings still under construction may be completed in accordance with the old Part L. So are we are being criticised for not enforcing compliance when there is no legal requirement to do so?
