Despite facing widespread criticism HIPs are due to happen in a month, will they hit the ground running?
A parliamentary select committee has accused the government of not taking opposition to HIPs seriously, saying it had "rarely seen such widespread opposition."
However Mike Ockenden, director-general of the Association of Home Information Pack Providers, said the Lords' report did not present a "balanced and fair review". He said: "Our message is still very clear: in one month from now, HIPs are going to happen and industry is ready." Is the industry ready for HIPs?
