The government’s £1bn energy efficiency strategy will have little impact on reducing carbon emissions from existing housing stock, judging by a report published earlier this year by the World Wildlife Fund.

The How Low? report estimates that it would cost between £2.6-£3.5bn per year to reduce emissions by 80% by 2050 – a percentage it recommends over the Climate Change Bill’s 60% target to avert the worst ravages of climate change.
