Tesco is threatening to mount a judicial review of the decision by communities minister Ruth Kelly to allow a rival scheme on a site it owns in Sunderland.

The Sunderland Arc urban regeneration firm envisages a mixed-use development of 1,000 homes, two hotels and 500,000ft2 of offices on the site. Tesco wants to build a superstore and housing.
