Move comes after cases of substandard insulation were found to be ‘widespread’

The energy ministry has set up an expert panel to explore reform of consumer protections and regulations related to retrofit.

Last year, routine checks uncovered cases of substandard solid wall insulation fitted under the Energy Company Obligation 4 and Great British Insulation Scheme.

Miatta Fahnbulleh, minister for energy consumers, will chair the panel

According to the Department for Energy Security and Net Zero (DESNZ), the “widespread nature” of these issues demonstrated that existing installation standards and consumer protections were inadequate.

As part of its Warm Homes Plan, DESNZ is bringing forward reforms to what it calls a “fragmented” existing regulatory system.

To this end, a Retrofit System Reform Panel has been established to gather insight from industry, regulatory and consumer protection experts to help develop options for reform.

As well as developing proposals for a more unified system of standards, oversight and protections, the group will also look at creating accessible and robust mechanisms of redress for consumers.

The panel, which will be chaired by junior minister Miatta Fahnbulleh, includes Brian Berry, chief executive of the Federation of Master Builders, as well as Lynne Sullivan, the board chair of the National Retrofit Hub.

The panel will meet every six weeks, beginning this summer, and has been appointed for a year.
