The 3.2 ha site is the biggest project run by the developer, a joint venture owned by Thames Water and the Berkeley Group. The proposal, Building C, designed by Ken Shuttleworth’s practice Make, is lodged with Westminster council as a detailed planning application. If approved, it will create a frontage to the restored dock basin. Architects Finlay Harper and Sheppard Robson drew up the masterplan, which was approved by Westminster in November.
