Scheme to begin next year and complete in 2028 

The Government Property Agency has signed an agreement with Kier Group for the delivery of a new civil service office in Darlington.

The £4bn-turnover contractor had already been involved in the preliminary stages of the scheme and this deal will see it begin the main phase of construction on the scheme at Brunswick Street in January.

How the scheme will look

The project is expected to run for two years, with the site ready for occupation in the first quarter of 2028.

Staff from seven government departments, including HM Treasury, the Office for National Statistics, and the Department for Culture, Media and Sport.

Kier’s initial work included ground remediation, which began in September and included removing the remains of previous buildings, legacy fuel tanks and concrete slabs.

Sean Fenner, managing director for Kier Construction North and Scotland, said: “Our early involvement in the scheme has meant that we have been able to effectively engage with our supply chain to anticipate and address the technical challenges ahead. 

“The early ground remediation works completed to date have also enabled us to better understand the site conditions and derisk the project for a smoother delivery within a busy town centre environment.”
