Client: Ministry of Defence

Project

A £40m capital redevelopment of 280,000 sq ft of headquarters accommodation for the Defence Logistics Operation on a 35 acre site in Andover, Hampshire. It also included a 6.5 year Compliance (maintenance and operation) period.

Our role

Acting as a Prime Contractor, Rider Levett Bucknall had overall responsibility for the project, including managing the team of contractors and consultants. One of the main drivers with Prime Contracting is working collaboratively with the client team and delivery Supply Chain. The approach developed for Andover provided for integration at all levels and the project was run as a collaborative partnership.

Client benefits

As a result of the success of Andover, Prime Contracting has since become a principal procurement route for the MOD. By adopting a collaborative approach, there is close team work; information and cost savings are shared between client and team.

The contract is still in the Compliance (maintenance and operation) phase and is continuing to deliver savings and efficiencies year on year. As with the construction phase, the compliance works operate on an open book target cost basis and in years so far we have delivered the services thus:

Year 1 - 12% below target, Year 2- 24% below; Year 3 – 39% below

Testimonial

"(Your PFI/PPP Project of the Year) award is well deserved and very welcome recognition by the industry of all that you and your team have achieved. We would not have had a project without a prime contractor and a supply chain able and willing to embrace the vision" Ian Andrews, Second Permanent Under- Secretary of State, MOD.

Andover North Site is regarded as a benchmark Project for Collaborative Working.

The project achieved “Demonstration Project Status” with Constructing Excellence and scored the highest ever mark in the process.
