Four year Procure Partnerships deal starts next March
A framework inviting developers of all sizes to bid for a place on a pre-qualified panel to deliver public sector regeneration and development across England is now being tendered.
Procure Partnerships’ four-year deal, valued at an estimated £12bn, is set to go live in March next year.
The launch follows a period of market engagement, which began in April with a Prior Information Notice and an online engagement session the following month.

The framework will be structured across nine regions in England, with 63 lots set to be awarded regionally. Up to eight developers will be appointed to each lot with lots split across four value bands in each region: £0 to £30m, £30m to £50m, £50m to £100m and £100m-plus.
Framework director at Procure Partnerships, Faye Dolan, said: “We want to see a strong, diverse field of bidders, from regional SMEs who know their patch inside out to major national operators that can deliver at scale. By letting every lot regionally and opening value bands from £0-£50m, we have deliberately built a structure that gives regional developers a genuine route into public sector work on their own doorstep, competing on local knowledge rather than size alone.”
Eligible contracting authorities will include local authorities, combined authorities, NHS Trusts and wider NHS organisations, universities and further education institutions, housing associations, and any other public bodies with land or regeneration objectives.
The framework is split into two lot types, each subdivided by value band and replicated across each region to cater for a spectrum of development needs, from smaller community projects to major multi-phase regeneration programmes.
Tenders are due back on 8 January, with winning bidders due to be told next March ahead of the deal starting at the end of that month.
