PEOPLE POWER: Before and after shots of former Westminster council homes, refurbished by Walterton and Elgin Community Homes reveal their transformation.

In 1992 the Walterton and Elgin estates were about to be sold to a private developer when WECH stepped in. It has since spent more than £30m on the 921 homes. This year marks the housing association’s tenth anniversary; it was the first residents’ group to apply to take over council stock.
