Arup Major Projects’ case studies (17 September, page 48) are good examples of programme management and Arup is undoubtedly adept at this.

However, their suggestion that ability at front-end business planning will put them in “pole position” to pick up the implementation stage is a clever marketing idea inherited from management consultants but one that, dare I say it, discerning clients will see through. Strategy and delivery are different beasts, requiring different skill sets.
