North Docks development woud bring together series of major regeneration projects in region

The Liverpool City Region Combined Authority and Liverpool city council have launched a consultation on proposals to establish a mayoral development corporation for Liverpool’s North Docks.

If approved, the Liverpool North Docks MDC would deliver an extension of the city centre, including up to 17,000 new homes, five million sq ft of new commercial space and new green space on 174ha of brownfield land.

The six-week consultation, which opened last week, is asking residents, business, landowners and stakeholders to approve the name of the MDC, its boundary and its proposed powers.

MDCs are statutory bodies established by metro mayors to accelerate urban regeneration through increased powers to purchase land, raise funds and make planning decisions.

Steve Rotheram, mayor of the Liverpool City Region, has previously said combined authorities do not require government intervention for optimal housing and infrastructure delivery.

Last December, he announced plans to establish an MDC by this autumn.

The North Docks development area would bring together a series of regeneration projects stretching from Everton’s Hill Dickinson Stadium into Liverpool’s commercial district and out to the Pumpfields neighbourhood.

These include the 2,350-home Central Docks neighbourhood at Liverpool Waters; the £1bn Kings scheme with the city’s tallest skyscraper; an office development at Pall Mall; the conversion of Stanley Dock’s historic warehouse complex into luxury flats; and the expansion of Liverpool Cruise Terminal due to complete by 2028.

A masterplan and delivery framework will be created by LCRCA and the city council, alongside key landowners and stakeholders.

This framework will incorporate existing regeneration initiatives, including housing-led development in the Pumpfields area, collaboration with businesses in the Ten Streets district and alignment with the council’s waterfront plan to improve connectivity between the city centre and North Docks.

Pending any objections, Rotheram would then then notify the secretary of state at the Ministry of Housing, Communities and Local Government that he will establish the MDC.
