We have done what Ms West suggests before with the PSA (Property Services Agency) and Defence Estates as well as Priority Schools Building Programme. The aim was to produce procurement standards, conditions, processes and to some degree product quality. Having experienced all of these they worked but were not popular with those parties who felt they had lost some power. I disagreed with these people as they weren't "intelligent" clients and would bring chaos and inconsistency. However i think they eventually win as the politics of victory instigate un wanted changes. Why listen to the voices of experience when you can fund a new untried process doomed to failure.
