Building's 99% campaign aims to green the old stock that makes up 99% of our built environment. The campaign has two fundamental goals:

  • To provide incentives for owners to improve the energy performance of their buildings
  • To provide clear guidance on the energy certification of existing buildings. We need a timetable for implementing energy performance certificates and we need to start training energy audit inspectors
So far the campaign has the support of influential industry bodies such as RIBA, URS, RICS and the British Council for Offices.

Its about time, the government needs to wake up to this fact. The Code for Sustainable Buildings is a start but this will need some kind of incentive to make it work, such as zero rated VAT on sustainable construction improvements for energy and resource use.

Costs of updating traditional sash windows with efficient double-glazing are prohibitive. Of course we must preserve the heritage of our listed buildings, but there should also be incentive to modernise sympathetically. This is especially important when considering rented buildings, where a Landlord often has no financial incentive to do so. (Does (s)he pay the heating bill?)
