Paul Gandy takes over from Mike Kagioglou
The former chief executive of Tilbury Douglas has been officially appointed as president of the Chartered Institute of Building.
Paul Gandy will serve as the head of the CIOB for the 2025/26 term and plans to use the platform to promote the role that construction plays in enabling the work of other key industries such as healthcare, education, green energy, transport and utilities.
Gandy has taken over from outgoing president Mike Kagioglou and becomes the 122nd person to hold the position. Earlier this year it was announced that Caroline Gumble, the CIOB chief executive since 2019, would be leaving the organisation next month.
Gandy’s career began in 1979 as a trainee engineer with Trollope and Colls Limited, and in the years since he has held positions as director and managing director at major construction businesses, including Lendlease, Balfour Beatty, Kier and Tilbury Douglas.
Speaking at CIOB’s annual members’ forum held in Belfast, Gandy said: “As members of a professional body that is a critical enabler for delivering globally significant buildings and infrastructure, we have an obligation to be influencers in our own way – to be advocates of modern professionalism to our colleagues, our businesses and our communities.

“We play a leading role in increasing levels of competency by influencing policy and regulations and developing new qualifications and keeping up momentum on this is vital for those in the industry and wider society.
“It’s also our place to spread the word about all the good that our profession of building delivers, such as helping the world to meet carbon-reduction targets and delivering safe buildings and infrastructure.
“By doing this we can attract new talent and develop people who see construction as a place where they can leave a positive legacy through their work.”
Gandy has been a CIOB member since 1987 and became a fellow in 1999.
