Factory scheme being built by Laing O’Rourke is 70% over budget with covid and design problems being blamed

Former Shard developer Flan McNamara has been drafted on to the late-running and over-budget Factory arts scheme being built in Manchester by Laing O’Rourke.

McNamara, who also worked on the refurbishment of the Royal Opera House in the late 1990s when he was at Schal, is understood to be working several days a week as project lead for the scheme’s client Manchester city council which has been forced to announce a series of cost hikes in recent months.
