He was so insensed he took the team to task: "When I spoke to them, their reaction was we can't get the handrail on under the canopy. How many times have you heard that one?

"Just an excuse for a lack of planning and assessment but I guess that the hard hat and hi-viz makes them feel they are doing it safely."
