In these changing times, we will see an increase in the number of inexpert clients not only in health, but across the public sector as new capital programmes emerge.

I chair the RIBA’s client design advisers (CDA) steering group. The people you describe exist, and the CDA is there to help them to get value from the built environment, typically buildings.

The CDA Register provides a list of advisers with professional expertise in a variety of built environment sectors. Individuals on the register support clients with independent, adaptable, local and specific advice to achieve best value outcomes.
