Secretary of State for Work and Pensions Peter Hain has called again this week for government and the industry to work harder to reduce fatalities in the construction industry, with a particular focus on the refurb and housing sectors. While this in itself is always commendable, is it wise to be focusing on two specific targets when workers' lives are at risk across the industry?
