Building’s exclusive Top 150 Consultants survey shows firms’ positivity about Starmer administration is low, although six in 10 are ‘neutral’

Just 12% of consultancies in construction rate the performance of the Labour government for the built environment as “good”.

Top 150 consultants 2025

Building’s exclusive Top 150 Consultants survey asked firms to “rate the performance of the current UK Labour Government to support the built environment sector”.

None of the 159 consultants answering the survey rated the performance of the government in supporting the built environment as “excellent”. Nearly one in three (28%) said it was “poor” or “very poor”.

Our survey, the full results of which will be published on Thursday, shows consultants have concerns about the tax burden, regulations, skills and clarity over the direction of policy.

However, 61% answered “neutral” to the question, suggesting many are still on the fence or waiting to see if promised growth materialises.

Mark Cleverly, partner at CPC Project Services, said: “There’s a lot of longer term announcements and you could see that those 61% are saying ‘we will reserve judgement until we see the fruits of that come through [or not’].”

A full analysis of the consultants’ views on Labour, including a ranking of consultants’ priorities for the government and full commentary on the government’s performance, will also be published on Thursday.

Building’s annual Top 150 Consultants sees the largest firms ranked by UK fee income, with readers also able to sort the companies by other metrics including staff levels and offices.

We will be publishing additional top 50 ranking tables for engineers, architects, project managers and surveyors.

We also have a deep dive into the results of our sentiment survey, including firms’ economic sentiment, fee income breakdown and spending priorities, along with an analysis piece on efficiency savings from application of artificial intelligence.
