First phase would include 440 homes

Liverpool City Council has published the first image of a flagship housing scheme on the Mersey waterfront ahead of a key vote.

Next Tuesday, the council’s cabinet will consider whether to approve entering into a development agreement with Urban Splash and Igloo Regeneration to carry forward its Festival Gardens scheme.

The joint venture, which was chosen after a procurement process last autumn, plans to deliver 34 different building styles on the huge 27-acre brownfield site.

Pending cabinet approval, a planning application for the 440-home first phase is expected to be submitted next year. This would include 80 extra care and 110 affordable homes. If approved, build would begin in spring 2027, with phase two and three to follow providing up to 800 homes in total.

The council’s multi-disciplinary team is comprised of project delivery consultant and contractor Mace, architecture and urban design group Metropolitan Workshop and architectural practice Shedkm, as well as Montagu Evans.

The development site is part of the wider 90-acre site Festival Gardens development zone, a former industrial site which opened as the hugely popular International Garden Festival in 1984.

The waterside site is located around three miles south of Liverpool city centre and features formal Chinese and Japanese gardens.
