Former Audit Commission chief Sir Andrew Foster will lead review of stalled £5bn building programme

The government has confirmed the appointment of Sir Andrew Foster to lead an independent review into the further-education building programme managed by Learning and Skills Council (LSC).

Skills secretary John Denham and LSC chair Chris Banks have asked Foster to evaluate the £5bn Building Colleges of the Future programme and look into the circumstances that have led it to stall.

Foster, who was former chief executive of the Audit Commission, will assess LSC processes and consider how they can be enhanced to deliver more effective management of the programme under the changed economic outlook.

Banks said: “Sir Andrew Foster is well respected, and with his sound knowledge of the sector, his recommendations will assist with future financial planning.”
